Project PLUTO being developed under the ANP program was the cover for development of the Blackbird's engines. The Blackbird was the nuclear plane Kelly Johnson had been working on since the mid 1940's. Look at the documents below. One of the first things Kennedy did was to kill the development of the ANP. According to Ben Rich at the beginning of his administration Kennedy also wanted to cancel the Blackbird. Because the ANP and the Blackbird were the same plane.
The empty weight of the Blackbird was 27 metric tons and it flew at over 70,000 feet. The first press releases from the NEPA program show they were developing a plane weighing 25 tons and would fly at a height of at least 70,000 feet. The Blackbird was the culmination of the ANP/NEPA programs. Kennedy wanted to end overflights of the USSR. In order to do that he had to kill the Blackbird. One of the first things President Johnson did was to declassify the Blackbird. This made Kelly Johnson's life a whole lot easier. Prior to this Kelly had a hard time lobbying for the plane due to the secrecy surrounding the program. The Kennedy's were also murdered in cities central to the development of the ANP. Dallas and Los Angeles were both major players in the development of the ANP.
